The problem is, this only applies to Villagers. You'll know you're at the right level because it's the same one where they may ask you to change their greeting phrase, so if you've done that, a Photo may be coming your way soon! Then, you have a small chance of receiving their Photo as a thank-you gift instead of the usual furniture or clothing. Obtaining Photos in New Horizons requires raising your Friendship level, which is done by talking with them, catching fleas off them, completing quests for them, giving them gifts, and apologizing if you've upset them.
As well, they can be interacted with to learn the character's birthdate and their favourite saying. They're special because you typically can only obtain them by becoming extremely good friends with someone, or by completing specific tasks. Photos, alternatively known as Pictures, are special furniture items that became available in every mainline Animal Crossing game starting with Wild World on DS.
